Certification -- UCP Welcome to the Uniform Certification Program section of the DBE Knowledge Exchange! As you may know, the DBE regulations (49 CFR 26.81) required USDOT recipients to establish UCPs by March 4, 2002 to enable "one stop shopping" for firms seeking DBE certification. In this section we will discuss and share information regarding any questions, issues or concerns arising from the conditional approval or rejection of UCP agreements, as well as the implementation of UCPs nationwide. Topics include: UCP cost sharing, coordination among certifying partners, UCP administrative structures utilized by various states (either a single agency or multiple agencies), certification appeals processes in the UCPs, inclusion of non-certifying participants in the UCP and many more!!
