Race-Neutral Participation With the new Final Rule that was issued in the Federal Register on February 2, 1999, the race-neutral concept became an important part of the DBE Program. All states must meet the maximum feasible portion of their goal with race-neutral methods. Being race-neutral means that a state would expect to achieve their overall DBE goal through the normal competitive bidding process. A few states are 100% race-neutral, but most states have a combination of a race-conscious and race-neutral goal.
