Sketch Planning for Road Use Charge Evaluation (SPRUCE) Model: Documentation

Body: This model is designed to evaluate the strengths and weaknesses of alternative strategies in metropolitan areas to manage operations on freeway networks in combination with new transit service and inducements for HOV use. The attached paper demonstrates use of the model. Two alternatives are evaluated, both involving road use charges. The alternatives include adding a lane in each direction at congested freeway locations, and attempting to secure free flow for new high-speed express bus service operating at high frequencies during peak periods with low fares. The alternatives are compared to a Base Case with conventional addition of a lane without aggressive freeway network management or new express bus service. The alternatives evaluated are: (1) a High-Occupancy/Toll (HOT) network; and (2) a new concept called Fast and Intertwined Regular (FAIR) network.
