Curb Ramp where no sidewalk is present

Curb Ramp where no sidewalk is present

We are hearing that ramps must be installed wherever curb is constructed, even
where no SIDEWALK is present. This directive is rumored to have come down from
the Feds, and our state transportation department, ODOT, is about ready to add
it to our L&D manual. Anyone hear about this? It seems ridiculous to put in a
"Ramp to Nowhere", and might even be dangerous.
