To: The RWM&O CoP, North Carolina (NC) DOT is in the midst of developing Performance Measures for their Operation Divisions. One of the items identified as an "Asset" or activity is the Removal of Snow and Ice from the roadway during and after an event. One of the groups questions that came up was, what are some of the other states doing to measure this? A quick search turned up standards from states which experince much harser winter climate than that of North Carolina. We were wondering if anyone knew what some locations with a similar climate to that of NC (possibly some of the southern states) were doing in this area? A paper presented at the 2006 TRB Annual meeting will help you in setting some performance standards. The title is "Performance Measures for Snow and Ice Control in the Province of Alberta" by Cowe Falls, Jurgens, and Chan and is on the CD ROM TRB handed out at the meeting. It discusses how to define performance measures in response to the goals and objectives of your agency. It also discusses how the outcome based performance measures require an understanding of the needs, expectation and level of satisfaction of the users or customers. That will help regionalize the process for you in the milder climates.
