Icing of Highway Bridge from Cooling Towers

I am looking for information on the potential for icing of a proposed highway
bridge from the cooling tower plumes of a nearby coal power plant. The distance
from bridge to cooling tower would be approximately 1000 to 1200 feet. The
information could include case history or a report of similar situation, or
contact info for expert(s) who can assess the icing probability with analytical
modeling.

There seems to be research, plus environmental documents. I used Google Scholar
and terms such as: icing highway plumes "cooling tower"

I typed "tennessee fog cooling towers" into Google search and found dozens of
related links regarding cooling towers, fog, effects on roads, etc.
