Gas-Can-Exchange Program tool kit available for your use

Body: Below are instructions and a link to the e-ftp site where an electronic copy of the Ozone Transport Commission's (OTC) Gas-Can-Exchange Program Tool Kit can be downloaded for your use. Be sure to read the notes below the link.

We hope this product will be hepful in setting up gas-can-exchange programs, and, more importantly, that consideration will be given to including gas-can-exchange programs in 8-hour-ozone SIPs.

A gas-can-exchange program is a very public effort that can go a long way towards educating individuals about their part in combatting air pollution, and, as a result, in easing the implementation of more onerous 8-hour-ozone SIP
requirements.

Please use this link and the instructions below to download the setup file for an electronic copy of OTC's Gas-Can-Exchange Program Tool Kit:

NOTE: The setup file is large and may take some time to download. The file is titled setup.exe and should be downloaded to your C drive.

Once the file is downloaded, you can begin the setup process by double clicking on the file. In the fourth setup screen, please click in the checkbox in order to add a shortcut (titled OTC Tool Kit) to your desktop. The title page, which appears when you use the desktop shortcut, is a menu with hyperlinks. Clicking on the hyperlinks will allow you to navigate through the report.

If any users have Microsoft Word 2002 or older, they may have trouble using the hyperlinks. To disable the inhibiting feature, follow these steps:

1. Select "Tools" then "Options"
2. When the multi-tabbed dialog-box appears, click the "Edit" tab.
3. Uncheck "Use CTRL+Click to follow hyperlink".
4. Press "OK" to close the dialog box.
