The FHWA has published some introductory materials about life-cycle cost analysis in transportation, including the two documents attached below: * The DP115 Interim Technical Bulletin (DP115TechBulletin.pdf) recommends procedures for conducting Life-Cycle Cost Analysis (LCCA) of pavements, provides detailed procedures to determine work zone user costs, and introduces a probabilistic approach to account for the uncertainty associated with LCCA inputs. * The LCCA Fact Sheet (LCCA Fact Sheet.pdf) describes life-cycle cost analysis in transportation, how it works and its value in decision making.
